If a parent changes the name of a minor, is it public record? (state is NJ)

Normally, if you wish to change the name of a minor or an adult, you need to file an application for a change of name with the Court. It is more paper work than anything else. You need to file a Notice of the hearing in a local paper, usually two weeks before the hearing and then within 20 days after a Judge signs a Judgment authorizing a change of Name. There are various filing issues that need to be complied with to complete the process. The Judgment in a sense becomes a public record because a copy is filed with the Court.
