New Jersey is an "employment at will" state so yes, you can reduce hours and pay, provided you notify the employee before he or she begins work on the day you intend to make the reductions effective. You cannot make reductions retroactive. However, if the employee is "not really working out", have you tried coaching a little? You've already made the investment in hiring and training the person. Why not see if you can salvage the employee before you (likely) cause the person to look for another job?
