can i drive in NJ if I am 16.5 and have a valid Tennessee drivers license

If you remain a Tennessee resident then you can use your license from that state. If you move to New Jersey and are a permanent NJ resident for at least 60 days then you must follow the New Jersey rules for getting a driver's license and your TN license is no longer valid.

If you are a resident of Tennessee and have a valid Tennessee drivers license you can lawfully drive in New Jersey under the reciprocity which New Jersey extends to Tennessee drivers.
