Conspiracy ?? Just for citizens?
If law enforcement conspires to pursuade you to commit a crime, are they also guilty of conspiracy? If you are charged federally for commiting a crime, would any conspirers also be charged federally?

Usually not. When law enforcement encourages one to break the law it is called "entrapment." Law enforcement is usually immune from prosecution under such circumstances.
