Is it possible to form a LLP in New York if the Partners are husband and wife ?

Mr. Browde is quite correct: Yes.

However, I'll add that an LLP does not wind up and terminate with, heaven forbid, divorce (the business goes on, along with your business association with your post-divorce-ex...), and killing off an LLP formed between husband and wife does not terminate a marriage.
