Persons engaged in the importation of tobacco products must first obtain a Tax and Trade Bureau permit (TTB) In addition, the U.S. Customs and Border Protection (CBP) collects a Federal excise tax, customs duties and other fees imposed on imported tobacco products. The CBP also requires certain records and reports (under 19 U.S.C. 1484). In addition, CBP enforces some statutory provisions related to markings on imported products. There are also local specific laws depending on the state where the cigarettes are sold.

The CBP, ATF and the IRS are very serious about the proper and legal importation of Tobacco into the U.S.
