Police misconduct

I recently got into a verble argument with another truck driver who happend to be black.The other driver ended up slaming me aganst his truck I then called 911 and said I was being asaulted.At this The other driver then got in his vehicle and attemped to run me down. When the trooper got there who was also black they asked the other driver what had happend. They then ONLY asked me if I had called him (the other driver) a boy and I said ''be a man not a boy'' the trooper told the other driver to go on his way and said ''i will deal with him and it will cost me'' When the trooper was done writing out the six tickeks he said ''if i could find more violatons to write me for i would'' This in may mind is a clear case of civil rights violation.
