Legal Question in Family Law in New York

my father was in the navy from 1952-1972..he is alive and receiving a navy pension since age 65,he is now 78..my mother was married to him for 10 years(1957-1968) during the time he was in the navy,.they were divorced in 1968 ...is my mother entitled to receive any percentge of his pension as marital assets accumulated during their marrige? what are the navy rules concerning divorce ,pensions and can she make any legal claim to his pension now while he is alive? I read mel gibson's wife was entitled to his actors and directors pension while he is alive,or does a navy veteran have to be dead for an ex- spouse to receive the pension? who would she write to in the navy to file any type of claim?
