Ex husband not paying debt

In my 1994 divorce agreement it is stated that my exhusband will pay me $7500 for a debt to my VISA card which he used without my knowledge. To this day he has not paid me back and I am wondering if it is too late to take legal action.

No. He is in contempt of court. You should either being enforcement efforts or file a motion with the Court
