Legal Question in Family Law in New York

I am writing as I believe my sister needs a lawyer. She has not been with her husband for over 30 years (never legally separated or divorced). Apparently now he has come into a lot of money and he wants a divorce. He has never paid one cent in child support of their 2 children. Is there any legal way she can collect on unpaid child support. She has paper saying that he should pay child support (back 30 years ago). I would appreciate any help in what she would need to do. Does she have any legal rights? Thank you very much for any advice you can give me.
