I am to marry my husband from another country, how soon will he be able to return to the us to live with me ?

If you are a U.S. citizen, then you will need to file Form I-130 after you are married. Once it is approved, the National Visa Center will provide you with instructions as to how your spouse can obtain his immigrant visa at the U.S. Consulate.

If you are not married yet, & you are a U.S. citizen, then you can apply for a fiance visa, so that you can be married in the United States, & your spouse can then apply for his "greencard" here.
