Legal Question in Landlord & Tenant Law in New York

what do I do if i suspect my landlord has tapped into the electricity from my panel? both their panel and mine are next to each other in the basement, where I have no access. When I unplug everything in my unit, my meter is still spinning. I live alone and usually only have one light at a time on as well as my laptop and one tv. Everything is on surge protectors which i turn off when not in use, yet my bills exceed 100.00 monthly. I do not have a furnace or water heater, washer or dryer. I have compared my usage with others that I know in my area and my bills are 3x higher yet my usage is less. one such comparison is with a friend who owns a single family house with 3 bedrooms. My electric bill is the same as theirs, yet I do not have my own boiler or water heater, dryer or washer. Please advise. thanks.
