Are wills in Niagara County a matter of public record, and if so, can an heir gain access to it for discovery prior to the beneficery expiring?

All Wills filed for probate are open to the public.

A will that is probated is a matter of public record. A private will is not.

I agree with Norman and Mike. A simple call to the Surrogate will confirm the Will has been probated and for a small fee a copy can be mailed to you. I do not believe the Will is available on the Internet.
