child custody - neither parent wants child
can the court force the non-custodial parent to have the child live with him (the custodial parent does not want the child with her anymore)?

If the child is in North Carolina and neither parent is capable of providing the care, custody and control of the child, the Court could grant custody to the Department of Social Services.
If both parents are unfit or have acted inconsistent with their constitutionally protected status as the natural parent, any other fit and proper person (usually a relative but not required) could be awarded custody.
