if my dog was attacked by two dogs in my yard, and I now have a vet bill, how do I go about retreaving that money?

If the dog-owner as negligent, then you would have a claim against him for those damages. The dog-owner may or may not have liability insurance, such as a homeowner's policy. You may first want to contact the dog owner to discuss the issue, and perhaps to inquire as to his homeowner's carrier (if any) and contact them to make a claim. You may also want to consult with a lawyer.
