I was hit by a Papa John's delivery driver and they do not have car insurance. Can Papa John's be held responiable for the damages?

Yes, Papa John's will be responsible for the damage, assuming that the driver was a Papa John's employee, and that he was in the course of his employment, and that he was negligent. Note also that even if he did not have insurance, then you would likely have an "Uninsured" motorist claim under your own policy.
