my mothers will

my mother died last January in a fire that is still undetermined as to how it started. Her will was never filed by my stepfather and they have no records about it. Is it required by law to file it so it can be public record?

No, there is no law that the will of a deceased person must be filed with the local probate court and thereby be made a public recod.
