exchange contract
me and an ex-buddy of mine arranged a deal that i would guve him a set of rims and tires in exchange for a paint job and that if he couldn't paint my car i would get my rims back we wrote up a contract stating that and we both signed it plus had a witness sign it but then it turned out that shop he was gunna use wouldn't let him so he couldn't pain my car so i wanted my rims and tires back but he got in an accident and ruined two of them so i told him he could just pay me $400 cuz that's what they were worth but he refuses to pay if i took this to small claims court would it end in my favor

I can not tell you what the result of a small claims court action would be. You could certainly attempt to recover your money in small claims court.
