custody

father of children(already had court order and he quit coming) goes two years with out seeing his children and has not paid his child support in two months wants to see the children again does he have the right to just pop back into there lives when he feels like it.

A child has the right to have both parents in his or her life. For this reason, parents have the right to visitation. If visitation is not consistent or meaningful, for example, in the way you describe it, you can work with the court to make it consistent and meaningful for the children. I suggest you seek the mediation services of your court.
