In Ohio, most divorces start out with temporary orders from the judge ordering that neither party shall take any action that will harass the other. Opening up a P.O. Box in the other spouse's name would seem to fit this sort of behavior that the Court has issued an order against.

Whenever a party to a court proceeding disobeys a court order without good cause, then the injured party should bring a contempt of court action. If that action is successful, the court can order sanctions, even jail time, and attorney fees.
