No response to certified letter

What is the next step if a certified letter is not accepted or responded to? My attorney talks as if we are stuck until the defendant responds to a certified letter. This is the very first letter sent to the defendant requesting a response to an allegation .

Dear Inquirer: You have several potential avenues to utilize when the recipient does not acknowledge or respond to your certified mail.

1. Take pre-suit discovery and depositions.

2. Prepare and file suit.

Do not wait or delay, since the statutes of limitations may bar your claims.
