Is it legal for an emplyer to require employees to attend parades and festivals for the buisiness and not pay them?

If: (1) the employee is not exempt from the minimum wage laws (e.g., paid hourly rather than a salary); and (2) attendance is not voluntary, then the employer must pay wages for time spent at those functions.
