Ohio law doesn't specifically address this issue. A landlord's duties are listed under the Ohio Revised Code chapter 5321. For a listing of the landlord's duties, see here: http://www.avvo.com/legal-guides/ugc/a-landlords-duties-under-ohio-law?published=true

It seems as if the landlord is comply with his or her duty to comply with all applicable health, safety and housing codes. The landlord is also keeping the premises in a fit and habitable condition.

Nothing would prevent you from asking for your landlord to provide a hotel room, or for asking your landlord to credit your next rent payment in the amount of what it cost you to rent a hotel room, however, it appears that Ohio law is silent on whether you have the right to be compensated for your temporary lack of electricity.
