Legal Question in Immigration Law in Oklahoma

hi i just got married last week my husband is 19 and has been a legal resident for 3 years i entered the united states legally at age 8 but my visa expired when i was 15 i didnt return because of school. when can he start the process of making me a resident and what would we need?and how about for citizenship for both of us?
