Legal Question in Appeals and Writs in Pennsylvania

I won a sweepstakes up to 1 million prize and I got it by mail. it says I need to respond back and no purchase necessary for it however they do as a processing fee as little as $12.00, in the letter says that I'm guaranteed winner and they are bound by law to pay me the winnings, my question is, is this true? I'm I getting scammed? and can I demand to get the winnings or something? thank you!

I would need to see the materials before I could issue an opinion, but it sounds like a scam to me. I have never heard of a legitimate sweepstakes that requires winners to send money in order to collect their prizes. It may even be illegal for a contest conducted through the mail. But it is a very common tactic among scam artists.

I'll bet you never even entered this so-called sweepstakes. Being named the winner of a contest you did not enter should also tip you off that this is not for real.
