Legal Question in Civil Rights Law in Pennsylvania

Company does not pay subcontractor

This company and I had a verbal agreement to wire this building, and upon completion a wire was broke when drilling threw a wall that the owner ordered me to drill. I did not have the time to fix it that day because we were already an hour past closing time. I called him repeated times over the next two business days to go and fix the problem but instead he had Verizon fix it for $350 and is tring to dock my pay. And he is screwing around with the initial amount we agreed on. Having a verbal agreement, my written estmate for the job, and witnesses that heard him say the correct amount he was supposed to pay me, will that be enough to take him to small claims court? The owner also is treating the workers as sub-contractors but does not realize we have to have insurance to atleast equal his and that he cant by law work side by side with ''subs.'' Can anyone also think of anything else to go with this battle, and some codes for court when I refer this to the judge...??
