Legal Question in Credit and Debt Law in Pennsylvania

backbilling

I got a bill that was 7 months from the service date. i called and they said that they changed there computer systems and this was the first billing they have done since. I was told when the services were done that there new system siad i had to pay. i told them that i was on the no pay scale. so they said it was the new system and to just take they product. they didnt tell me i waas going to be billed later. so in this case it was medication that took. so 7 months later i get a bill. i told them that had i been informed i would have not taken them. they said they would take it off 5 months ago , but i just got the same bill. thats now a year old. what do i do?
