Is it legal for a company to sell your account a few months before the seven years of it coming off your credit report, only for the company they sold it to, to start the seven year period all over again?

Your delinquent account can be sold any number of times, that is legal. However, when it is sold, they cannot reference it as a new debt. This is called re-aging and it is illegal. You may have a lawsuit against the new company.
