Legal Question in Credit and Debt Law in Pennsylvania

Just turned 18 and have a low credit score.

I just turned 18 a month ago and I went to check my credit report for the first time. The report had me owing $1500 total in various bills. I didn't make any of these charges or signed any contracts. My mother is the most likely person to have used my identity and put utilities in my name. Would this be considered Identity theft, even though my mother was within her right to use my ID as she saw fit because I was a minor? And what should I do now if she keeps using my identity?

Your Mother should not have been using your name. However, as you were a minor at the time, the best way to handle this is through "credit repair." There shouldn't be anything on your report for anything prior to your 18th birthday. Be careful with credit repair agencies though as a lot of them are rip offs. You can do it yourself and the FTC has a web page that explains how.
