retail theft

how long do the police have to make a arrest for conspiracy to commit retail theft even though they never caught the person comitting the act or any proof that they even took anything. i was sitting in my vehchle waiting for a friend to come out of the store when she came running out to the car and told me to go there were some girl after her to fight, to just go, so i left and when i got home the police were there asking me about this girl that they belive she took something and ran. i had no idea what was going on and still do not. i'm being threatened to be chareged for conspiracy but have not yet. it has been almost 10 days.
