Legal Question in DUI Law in Pennsylvania

I was arrested and guilty of dui in january 2004( The DUI law changed in pa and went into affect in febuary 2004). This was my third dui(5 year suspension,8 years have passed). I served jail time,paid fines,CRN eval etc... make a long story short I fullfilled all my requirements.I was told that if I took an extra years suspension on my drivers license I would not require an ignition interlock when I applied for my license renewal. I have my permit and paid the state for a certificate stateing that I do not own a vehicle. When I went to take the drivers test they told me I couldnt take the test without an ignition interlock installed on the vehicle I borrowed to take the test. Do I have to have the ignition interlock installed or no?
