discrimination in redistrictng

my children school district voted to redistrict next year. only 5 of the nine schools in the district will be effected(none of the schools board members children attend). The redistricting was based on english as a second language in this area. My child can no longer attend his school, however our neighbor will be able to attend this school because he doesn't speak english.This seems to be discrimination against the english speaking children in the same area.Is there any legal action that can be taken to halt this redistricting?

It does not sound to me that there was a "redistricting" in the sense that that term is usually used. A "redistriting" is a geographical determination, usually based on population patterns. If people within the same geographic "district" are assigned to different schools based upon ESL criteria, that may be a violation of the law. However, it is probably the ESL students who have a claim in that particular case.
