child support without going to court
My daughters father and I agreed to write up an agreement for child support. If it is notorized and he decides to stop paying will that notorized letter hold up in court on my behalf

NO. All the notarization does is show that the signers proved to the notary who they were.
You could get it made a court order by petitioning the court with your agreement. Or you follow the law. File for support with the Domestic Relations Office. If all the both of you have is w-2 income its pretty straight forward.
