Legal Question in Family Law in Pennsylvania

If two people own a car. My dad owns a car with my mom who is not living with us anymore and they are not married but both names are on the title. This car is no longer running. The engine and transmission are gone and it is in a shop (repair shop) and they said they are going to charge my dad $25 every day it's there, but we can't do anything.

We are trying to give it to a junk dealer which is great, but my dad and I don't see how that is going to work when my mom's name is still on the title. Can someone please help me before my dad suffers a stroke or heart attack. Thank you.

By the way we are in Pottsville, Pa
