If I do a walk-through inspection with my landlord, and he writes me a check for my security deposit, and then cancels the check, what recourse do I have?

1. Contact your county DA's office to report bad check- I think the technical term is "uttering" a check. The threat of criminal prosecution may change the LL's mind.

2. Sue in local small claims court - DJ court, for both giving you a bad check and failure to return sec deposit. Under Landlord-Tenant Law failure to return sec dep results in double penalty.
