Legal Question in Landlord & Tenant Law in Pennsylvania

My husband and I are tenants in a flat. I have been renting for 4.5 years. My landlord installed low quality Berber carpet before we moved in. I was allowed to have a dog live with me as part of our agreement as long as he was housebroken and well behaved. We just moved out and there are a few small snags where the loops were pulled up in the carpet. The carpet is clean and well-kept other than those few spots. The worst snag is a long, thin strip that was pulled up (about 1 foot) and glues back down, but is visible that it was repaired. My landlord is requiring us to replace the carpet throughout the entire house. Is this allowed? What are my rights here? I'd like to be informed before having to take this to small-claims court. I appreciate any information you can give me. Thank you!

He's at best entitled to the depreciated value of the carpet. Based on the cost of the carpet at the time he bought it. Not the cost to replace the carpet today.
