Legal Question in Sexual Harassment in Pennsylvania

My Daughter received an E-Mail from a Boy she thought was a friend, this E-Mail contained very Nude Pictures of this boy revealing everything.... Now this boy has been WE-Mailing my Daughter demanding Nude pictures of her, she just turned 15, and was trying to be nice when she told him No Way. This has been going on for a couple of Months, and she doesn't know what else she can do to stop him and his demands. It has escalated to the point of threats. Can we press charges against this boy? would this be considered Sexual harassement or something else? We need some advise here and soon.... My Daughter is becoming very nervous, and has realized that she could become a victim of this boy if she doesnt do something soon. This boy is 17 yrs old. Please get back to us as soon as possible, I would like to resolve this before My Husband realizes what has been going on. Thank You, Mary

One cost-efficient approach would be to send the boy and his family a Cease and Desist letter on attorney letterhead. This usually stops the behavior. If it doesn't work, then we can file a private criminal complaint with the D.A.
