Legal Question in Traffic Law in Pennsylvania

is it legal in Penna to run someone's license plate and be followed by an officer when they did nothing wrong? i was working and I went to pick up a fellow worker. I do follow the traffic laws, believe me everyone calls me granny, when I drive. This officer saw me stop at a stop sign and then made sure that he came out on top of the one way I was going and did, on purpose, make a u-turn in the middle of the street to get behind me. Granted, my insurance did lapse, but I thought I got the insurance in on time, which I was wrong. however this officer pulled me over for no reason what so ever. I did the speed limit, obeyed all traffic signs and he still pulled me over. as I stated, my insurance did lapse and he told me he ran the plate and saw that it was suspended by PENNDOT. My question is can any police officer in the State of Penna. just run anyone license tag just because they feel like it on the road when someone has done nothing illegal? This police department has a history of doing whatever they want and getting away with anything they want and I do not feel it is right.

Yes, it's legal for them to run your plate.
