Legal Question in Traffic Law in South Carolina

Please help with my reckless driving ticket

While I was on vacation in Charleston, South Carolina, I was stopped by a police officer. The situation was that I was driving in a right turn only lane, and the line was still dotted and there was also a vehicle with the emergency lights on in front of me. I turned on my blinker and accelerated to move into the left lane. During this a police officer jumped in front of my car and waved me over to the side. I was given a careless operation ticket, with a fine of 242 dollars along with no proof of insurance at 97 dollars. When asked why I was recieving a careless operation ticket, he threatened to arrest me and tow my car. I dont know what I did wrong and the officer refused to let me know. Is this legal, did I do something wrong? I really need help because I can't go back there and dispute it with the courts. What is it that I should do.
