I have horses that I co-own with another individual. He has not paid his portion of the debt. How do I collect?

If you have any written agreement with the co-owner the written agreement should outline your remedies. If you don't have a written agreement, I suggest you sue the co-owner for the amount due from him and if he doesn't pay, you may be able to utilize your judgment to take full ownership of the horses.
