Step Parent Adoptions

I have researched the step parent adoption process and have become very knowledgeable about the ordeal. I am wanting to know if there is a attorney or paralegal that will just draw up the document preparations. We have been unable to locate my daughter's biological father for 3 years. I am aware that the filing fees and publications fees will still have to be paid, in addition to the retainer fees ($1,000-$5,000). If after we place the publications in the newspaper, he shows up, we would be willing to get an attorney for court purposes. Is this rationale logical? I am open to suggestions that won't be so costly.
