Are we allowed to date?

ok, i'm a 13 year old girl that's turnin 14 in aug who wants to have an online relationship w/ a guy 2years&10months older than me. there's no physical contact involved. is this legal?

Probably, as long as there is no physical contact. Sometimes things escalate in ways you cannot envision, and you get stuck in awkward and even scary situations. People lie. Lots of people lie about a lot of things. Keep your distance.
