Child Custody CPS Involved

I have a friend who has had previous CPS cases that have all been closed but a new one has surfaced. This time they removed the child from her custody.. This is her 2nd child to be removed. Both the kids are now living with the fathers parents. She has already lost custody of her first son that was a long time ago but her question is about this current case. What should she do?? They are alleging drug use and she did pass her urine test but she failed her hair follicle test. Is there anyway for her to win this case? She has yet to hear from a case worker and its been a couple months since the child was removed. .What steps does she need to take?
