Legal Question in Family Law in Texas

I'm the grandmother of two children whom I'm also the Primary Managing Conservator. None of the parents are part of the children's lives, but one is Managing COnservator and other Primary Conservator, but not allowed around the children unless in a designated Safe House assigned in TX. My question is, my oldest daughter wants to adopt the children and homeschool them along with her two children. Can I let the children live without going thru court? There is a statement in the court papers that says I as the Primary Conservator can decide residence and education of the children. Not sure exactly what that all pertains to. Thank you
