Legal Question in Family Law in Texas

Is there anything I can do about the home improvement loan that was to be paid by my ex-husband per the decree? The house I have per the decree is the collateral so I have to pay it to keep my home. He hasn't paid the credit card debt or this in the decree. Can I recover anything?

Yes. Sue him for enforcement. You will win. Get an abstract of judgment and then let the Sheriff confiscate his nonexempt property and auction if off to pay the debt. NOTE that Texas is a very debtor-friendly state, so collecting in this manner may take a long time.
