Cashing a check stating paid in full

If someone excepts check w/ it stating in memo part paid in full or a receipt stating in paid in full does that end all other obligations?

Not necessarily. The only way the scenario your described would result in satisfaction of the debt would be if there were a bone fide ("good faith") dispute regarding some material aspect of the debt.

In addition, there may be other requirements, especially if you're referring to a credit card debt. Credit card companies often require that the check be sent to a specific address, which is often different from the address to which you would normally send your payment.
