If i file a civil lawsuit aganist someone to pay my medical bills after an auto accident and i win does that release me from responsibility for those bills?

No. The bills are your responsibility. If you win the suit and the defendant doesn't pay, or goes bankrupt, you're still on the hook for the medical bills.
