What legal rights do I have as a parent of a school age child that is being bull

I need to know what the laws can do for my child now that the school has taken a stand not to step in and stop the bullies from physically hurting my son. My son has been doubled up on and tripped in the hallway twice, once resulting in bruised ego and the second time in a trip to the emergency room with a busted knee. The school is now saying that no one tripped him and will do no further investigation. I have tried to go to the superintendent of school on previous issues and was directed back to the prinipal of the school. This is an ongoing battle that no one wants to deal with. Please help me.
