How do i go about getting my payments or my car back from the person who has it

My keys to my car was handed over to a person in el paso texas with a verbal agreement for payments and contact information. She is driving the car no payments are being made and no contact information is valid. I been trying to get in touch with this person for the past 2 months and never have yet. No documents are signed only a verbal agreement for her to make payments to me. So how do i start a case to resolve this because i am paying for a car that another person is driving without fullfilling there half of the agreement.No written agreement because the person disappeared when i personally typed a letter to get notorized and signed by her and notary. I am in korea the car is in el paso texas. I need help with this bc the El Paso Police Department says they cant do anything and that its a civil case. any information will be appreciated. this incident involves alot of details. Do i have a case?

You need to make written demand for the return of your car, then hire a lawyer to sue her for return of the car. Until you make that written demand, you don't have a case since (1) you gave her possession when you gave her the keys, and (2) the statute of frauds requires a writing for a sale greater than $500 and your agreement is strictly verbal.
