Legal Question in Intellectual Property in Texas

I have heard much about youtube to mp3 conversion machines. Doing some of my own research, I have read statements claiming these conversion machines/websites are legal, and again others claiming that these are illegal. I am confused and would simply like to know: Are youtube to mp3 converters legal or not (i.e. do they infringe on copyright or not) ? And does the issue of whether you distribute the converted files or use them only for personal use (mp3 player / iPod / etc.) , have any effect on the legality of the initial action?

Thank you for your time and effort.

There is no magic in youtube or mp3. If it would be illegal to make a copy of a recording, it will be illegal on youtube or youtube to mp3 converters. It doesn't become legal just because some infringer posted it on youtube. Did you really think otherwise?
